The 6th International Conference on Government Performance Management and Leadership (GPML-2019): making new contributions for theory and practice with various meaningful activities
From 26th to 27th September 2019, the 6th International Conference on Government Performance Management and Leadership (GPML 2019) along with pre-seminar activities took place at 59C Nguyen Dinh Chieu, University of Economics Ho Chi Minh City (UEH), which was hosted by the School of Government with the main sponsorship from: University of Economics Ho Chi Minh City (UEH); School of Management, Lanzhou University, China; Hatfield School of Management co-sponsored with the School of Social Work, Portland State University, USA; College of Local Administration, Khon Kaen University, Thailand; School of Business and Law, Edith Cowan University, Australia; Public Service Research Institute, Waseda University, Japan.
There were over 100 scholars and practitioners in the field of government performance management from numerous countries attending those events such as the United States, France, China, Thailand, Australia, New Zealand, Taiwan and Vietnam...
Attending the Opening Ceremony of GPML 2019 were the leading keynote speakers of prestigious universities in the world: Prof. Deborah Blackman (University of New South Wales, Australia), Prof. Douglas Morgan, Prof. Junghee Lee (Portland State University, USA), Mr. Wei Zhengquan (representatives of Guangxi Province, China).
On behalf of UEH, there was the participation of Prof. Nguyen Dong Phong - President; Prof. Nguyen Trong Hoai - Vice President, Assoc. Prof. Nguyen Huu Huy Nhut - Vice President with leaders of departments of the UEH and distinguished guests, representatives of Thailand and Chinese Embassies in Ho Chi Minh City and Departments of the Ho Chi Minh City People’s Committee.
At the opening ceremony of the International Conference (GPML 2019), Prof. Nguyen Dong Phong - President of UEH shared: “With the orientation of becoming a training, research and consultancy center for economic science, business, management and law with equal prestige to higher education institutions in ASEAN, UEH always encourages international publishing to contribute global knowledge. Therefore, GPML 2019 is a place for researchers, lecturers and fellows from many countries around the world to meet, share, exchange and discuss important issues related to effective leadership and governance. Through this conference, young researchers have the opportunity to learn from Professors, experts, and practitioners with experience in the field of international publication; as well as the research opportunities. Besides, it’s an opportunity to develop ideas, build article structure, complete manuscripts, submit to high-quality journals, and find sponsorships for research topics, and share knowledge to improve the performance of public sector”. UEH is honored to welcome all scientists, economists, researchers, lecturers and graduate students; in particular, special thanks to the keynote speakers for their presentation and discussion at the conference.
Besides, Prof. Nguyen Dong Phong highly appreciated the research papers presented at the conference. Those are important and practical findings, scientifically applied to the actual context from the country to the regions, cities, contributing to connecting the research community of Vietnam with the Asia-Pacific Region and reach out to the world in near future. On this occasion, Prof. Nguyen Dong Phong called on researchers to attend the seminar for enhancing exchanges, promoting research opportunities and cooperation between research and training institutions.
After more than 9 months of calling for research papers, over 100 articles had been submitted to participate in GPML 2019 from authors around the world; 44 high-qualified ones for the social topics of interest were selected and presented, exchanged at the workshop. These studies have contributed significantly to theory and experiment in the fields of leadership, state management and resource management, smart city management and e-government development.
\Within the framework of GPML 2019, there were two other important events held from 25 to 27 September, 2019:
On September 25, 2019, pre-conference activities on how to write and publish on international journals presented by leading scholars namely Dr. Luu Trong Tuan (Swinburne University of Technology), Prof. Deborah Blackman (University of New South Wales), Dr. Stephen Teo and Dr. Diep Nguyen (Edith Cowan University), Prof. Su Dinh Thanh and Dr. Vo Tat Thang (UEH). The purpose of this activity is to assist young researchers to improve their research capacity, quality of research papers and publish their research in high-ranking journals in the region and all over the world. Nearly 50 early researchers from universities and research institutes in the southern region joined the academics in the event.
The special session on Smart Cities and E-Government was organized by the School of Government and the Faculty of Business and Management, RMIT University Vietnam. This was an opportunity to exchange experiences on developing smart cities and e-government in China, Thailand, and lessons for Vietnam and Ho Chi Minh City in the context of the ongoing Revolution 4.0. Opening the speech of this special session, Prof. Nguyen Trong Hoai - Vice President emphasized the importance of the topic and the desire to promote research cooperation opportunities between UEH and RMIT University Vietnam. The special session attracted a large number of scholars and representatives of regulatory agencies in Ho Chi Minh City and numerous press and television agencies attending and reported.
In addition, a number of other activities such as a study tour to Binh Duong and Ben Tre, conducted by School of Government in collaboration with Hatfield School of Government, Portland State University, visited the development models of the industrial parks, and responses to climate change in the locality.
On the evening of September 25, 2019, at the Central Palace Hotel, the Conference Organizing Committee held a welcoming meeting dinner for sponsors, leaders of delegations from the United States, China and Thailand and the speakers.
On the evening of September 26, the GPML 2019 Organizing Committee held a party to welcome all the participants of the seminar (Gala Dinner), the party attracted a large number of scholars to join and share future collaborative research opportunities as well.
The International Conference on Government Performance Management and Leadership (GPML) is a collaboration between leading universities from around the globe. The GPML is a bi-annual conference, which focuses on government innovations, institutional trust, and accountability to promote a sustainable future. Leading scholars and practitioners in government performance management presented papers on "management" and "leadership" innovations and growth models which promote sustainable development, and creative strategies for addressing institutional trust and accountability.
